Conowingo's Administrative Team

Mr. Matthew Stephen

Being the Principal of Conowingo Elementary School is both a privilege and an honor.  My career in education began over 26 years ago in New York, and since then, I've been an elementary classroom teacher, Local Support Teacher,  and Assistant Principal for six years. I am an alumnus of Old Westbury State University and earned my Master's in Education Technology at Long Island University. I then continued to expand my knowledge by receiving my Advanced Certification in School Administration.

Outside of my professional life, I am a family man. My wife and I reside in Oxford, PA, and we are proud parents to 4 children.  In our leisure time, we love exploring local places and enjoying live music.  Our small farm is our sanctuary, where we care for horses, sheep, chickens, ducks, geese, pigeons, cats, and dogs.  I am also a passionate sports fan, cheering for the NY Giants and NY Mets.

The Cecil County Public School district is renowned for its excellence, and I am honored to work with teachers, staff, and families to foster the best learning environments for our students.  I am deeply grateful for the opportunity to be a part of the Conowingo community and eagerly anticipate welcoming your students to our school. I am always available to support our families throughout the school year, so please feel free to reach out to me via phone, email, or in person.

Mrs. Ashlee Groce

My name is Ashlee Groce, and I have the privilege of serving as the Assistant Principal at Conowingo Elementary School.  Prior to becoming an Assistant Principal, I was a teacher in Cecil and Harford County Public Schools where I taught second, fourth, and fifth grades. I later became an Elementary Instructional Coach with Cecil County Public Schools where I provided professional development to teachers, supported new teachers, and wrote curriculum. I decided to become an Assistant Principal because I wanted to impact more students than just the ones in my classroom.  I served as an Assistant Principal at Chesapeake City Elementary School and Thomson Estates Elementary School before coming to Conowingo Elementary School.

I’ve lived in Cecil County my whole life, and it’s where my husband and I chose to raise our twin sons. I am a proud graduate of North East High School and Notre Dame of Maryland University in Baltimore, Md. I received my school administration certification after completing coursework at Wilmington University.  I am also a National Board Certified Teacher.

Thank you for entrusting me with your child(ren)!  I am always here to provide support, so please feel free to contact me with any questions or concerns. I’m looking forward to a great year!
